One of the various overt attempts by both internal and external forces to give a semblance of legality to the illegal cession of Ethiopian territories and maritime outlet to Eritrea is the recourse to the discourse on the observance of the rule of law. - A Bill, H.R. 2760, was introduced in the 108th Congress 1st Session in the House of Representatives by Rep. Tom Lantos (for himself and Rep. Donald Payne). The short title of the Bill is �Resolution of the Ethiopia-Eritrea Border Dispute Act of 2003." [H.R. 2760 of July 16, 2003 is attached here with at the end of this essay.]  It might as well should have been titled as �Resolution for the Destruction of Ethiopia� and dispense with the pretentious reference to both Ethiopia and Eritrea as if they are being considered on equal footing.....
